User or live agent inactivity flow

Add a user or live agent inactivity flow that executes a chat flow at a specific time of inactivity. For example: if any user stops talking to the bot for more than 10 minutes, execute a flow where a message is sent to the user asking them if they want to continue the conversation, then if it has passed more than an hour, send the user a farewell message reminding them that they can write the bot any time.
